Fix transfer jobs so they do not show a connect button (also works for other jobs that can't be connected to

show error messages from ssh processes, change the way the timer for refreshing joblist works so it doesn't keep running if it fails

fix bugs where the UI wasn't updating as the job connected and add a message if the popup window is blocked

move code deailing with generating a new cert into a separate service (away from TES which deals with creating tunnels and running commands)
