separate making of files systes from exporting so we can reuse make_filesystesm to attach volumes for databases

fix up the NFS related tasks, so that the server definitly restarts after the exports are written and the mounting of filesystems on clients is correct

when creating test cluster, we can create the filesystem, but it needs the paths to export even if they are empty
