usr_local removed from nfs node. there will be one centralized usr_local_nfs because I don't want 3TB wasted per stack

changes to the config_repos role so hopefully we can upgrade cleanly without reinserting the base repos

tweaking the extra packages. Make sure our experimental mellanox repo is disabled. Clean the cache before installation (as disks may fill up)

on the sudoers config
remove some other repos that shouldn't be there

remove all yum updates and apt-get upgrades except from roles specifically designed to do this eg apt-get upgrade role
