where old rpm's are still left on the system. As a result of this Lustre packages are
uninstalled so you will need to call lustre role after invoking it. This code comes
directly from update  clusterbuild/local_roles/m3_force_upgrade

force mellanox role to fail if no hardware is present. I want this to be handled higher up where it is visible

This reverts commit b4f5d9f7.

Replaces local_roles/m3_ntp

added more contitionals on root pw change.  In case the server gets rebuild but the existing db was re-attached as a volume

usr_local removed from nfs node. there will be one centralized usr_local_nfs because I don't want 3TB wasted per stack
