Create cluster race cond

Andreas Hamacher requested to merge createClusterRaceCond into master

The problem is that I have 2 management nodes and I need one of them to create a cluster in slurm.

removed strategy free to fall back to linear default and added a conditional to only let the primary slurmcontroller create the cluster
