new spank plugin to work with slurm 20

Not sure if you're going to merge this change If we're updating to Slurm 20.02, the version of private tmp plugin on master branch doesn't work This is the updated version from https://github.com/hpc2n/spank-private-tmp/blob/20.02.2/private-tmpdir.c
