virtuak router ID clash avoidance, also priorities need to be reverted

I started this on m3-nat01 I had 2 issues to work around First the virtual router ID was taken, so I incremented it for m3 and made it a variable . the values for the variables are in clusterbuild branch upcoming maintenance

Second, the priorities are reverted. Higher wind, not lower
