conf-server parameter finally accepts the backup crtl as parameter as well

the slurmd process needs to be able to contact the slurm controller. in version 20 it was not possible to pass the primary and the backup as a comamndline arg. this is now possible see https://slurm.schedmd.com/configless_slurm.html tested successfully on m3f031
